    When dealing with international relations, it is necessary to persist in proceeding from the common interests of all the people throughout the world, make efforts to expand common interests, enhance understanding through communication, strengthen cooperation through understanding and create a win-win situation through cooperation. In other words, the United States has more time to manage it relations with a rising power than Britain did a century ago, and China has more incentives for restraint than Germany had. China has also made new progress in its building of political civilization, with its democratic system being improved continuously, the freedom and rights of citizens being protected and guaranteed by law, and its people exercising their rights of democratic election, decision-making, administration and supervision in accordance with the law. It is the common wish of the people throughout the world and an irresistible historical trend to pursue peace, promote development and seek cooperation. This includes nonnational governments, such as of cities. At the 11th EAS held in Vientiane, Laos, on September 8,Premier Li Keqiang pointed out that cooperation in economic development and cooperation in political security were the two engines propelling the EAS, which should coordinate and synchronize with each other.

    China will shoulder greater responsibilities for regional and global security, and provide more public security services to the Asia-Pacific region and the world at large. This apparent lack of cohesion flows from what the book really is: a collection of separate articles written for different books and journals that have been assembled as a "book".
